IMI is the annual municipal tax on property: each municipality sets its rate within a legal band, and that rate multiplies the taxable value on the yearly bill. For a buy-to-let investor it is a fixed cost of ownership that varies widely between neighbouring municipalities.

Dwellings in new construction licensed by town halls, per thousand residents: it measures the intensity of future supply. Much building per resident means competition from new stock on the way; little, in an expensive place, points to persistent scarcity.
