Does buying a home let you live in Portugal?

Buying a home in Portugal does not give you the right to live in Portugal. The two are separate: ownership is a land-registry fact, residency needs its own permit. What the purchase does require is a NIF — and, depending on where you live, a tax representative.

The expensive misunderstanding

The property-for-residency route closed in 7 October 2023 under Lei n.º 56/2023, de 6 de outubro. Agencies abroad still sell packages built around it. If an offer ties a flat to a residence permit, the flat is real and the permit is not: the investment permit (art. 90.º-A) no longer has a real-estate category at all.

Permits granted before that date stay valid and can be renewed. That is what keeps the story alive — people who got in earlier are genuinely holders, and their case says nothing about yours.

The NIF comes first

Without a tax number you cannot open a bank account, sign the promissory contract or the deed. It is issued by the tax office and has nothing to do with visas: someone who never intends to move here still needs one to buy.

Tax representative: it depends where you live

Living in the EU or the EEA, you are not required to appoint one. Living outside it, you are not required at the moment you get the NIF — but you become required as soon as you have a tax relationship here, and owning property is one (art. 19.º LGT, art. 130.º CIRS, art. 126.º CIRC).

The deadline is 15 days from the event that creates the relationship. The obligation falls away if you switch on electronic notifications in the tax portal: the tax authority then writes to you directly (Ofício Circulado n.º 90057/2022).

What the house is actually good for

Several residence permits require an address in Portugal, and your own home is an address. That makes the purchase a requirement you can satisfy — not a ground you can apply on.

Does buying property in Portugal give residency?

No. The real-estate route to the investment residence permit ended in 7 October 2023 (Lei n.º 56/2023, de 6 de outubro).

Do I need a NIF to buy?

Yes. No NIF, no bank account and no deed. It is the first step, before choosing a city.

Do I need a tax representative?

Not if you live in the EU or EEA. If you live elsewhere, you do once you own property here — unless you switch on electronic notifications (Ofício Circulado n.º 90057/2022).

I was offered residency together with a flat. Is that real?

The flat can be. The residency is not: that category was removed in 7 October 2023.
