Where to live in Greater Lisbon: Cascais, Oeiras, Sintra, Amadora, Odivelas, Loures, Almada, Seixal, Barreiro, Setúbal

Our verdict: with a big budget, the coast — Cascais e Estoril, Carcavelos e Parede and Oeiras, Paço de Arcos e Caxias, where people paid €5,459/m², €4,870/m² and €4,373/m² in the twelve months to March 2026. Close to Lisbon by metro for less: Odivelas, or across the river Almada, Cova da Piedade e Cacilhas. On the tightest budget, the commuter towns: Corroios on the Fertagus train, Cacém, Algueirão-Mem Martins, Barreiro e Lavradio and Setúbal (centre), with medians between €2,731/m² and €2,995/m². The one place we mark ⛔ is Bairro Alto da Cova da Moura in Amadora, after a series of dated police operations; everywhere else the police news below is a dated event, not a map.

Verdict by area

AreaVerdictWhyWho it suits
Cascais e Estoril Verdict: Good to live Why: The dearest parish of the ring: €5,459/m² in the twelve months to March 2026, above Lisbon's €5,082/m². Sea, the Cascais train line and summer crowds: the free Festas do Mar filled the bay over two weekends, 20–23 and 27–30 August 2026. Municipal housing is part of the town too — Torre (Cascais) alone has 297 homes on the Câmara's list. Who it suits: families, retirees
Carcavelos e Parede Verdict: Good to live Why: The same coast and train line for a little less: €4,870/m². From 23 March 2025 until the end of the first half of 2025, CP temporarily stretched the rush-hour interval on the Cascais line from 12 to 15 minutes because of works: time the commute yourself. Who it suits: families, remote work
São Domingos de Rana Verdict: Depends on you Why: Inland Cascais, cheaper at €3,934/m², but the car decides most trips. Mato Cheirinhos and Abóboda (habitação municipal) are on the Câmara's list of 2,775 municipal homes. Who it suits: families
Alcabideche Verdict: Depends on you Why: Between the motorway and the Sintra hills: €4,159/m². Quiet and green, with a car. Alvide (habitação municipal), Alcoitão (habitação municipal), Bairro da Cruz Vermelha (Cascais) and Adroana (habitação municipal) are on the Câmara's municipal housing list (724 buildings across the municipality). Who it suits: retirees
Algés, Linda-a-Velha e Dafundo Verdict: Depends on you Why: Next to Lisbon by train, €4,553/m². Two things to check: on 16 January 2026 Oeiras presented a €63 million plan for the Algés stream, whose floods hit lower Algés hardest; and NOS Alive plays on the seafront every July (9–11 July 2026). Who it suits: no car, remote work
Oeiras, Paço de Arcos e Caxias Verdict: Good to live Why: The calm middle of the line: €4,373/m². Families and retirees pick it for the seafront and the train. Laveiras/Caxias and Alto da Loba are among the Câmara's 32 municipal housing groups. Who it suits: families, retirees
Carnaxide e Queijas Verdict: Depends on you Why: Up the hill from Algés, €3,988/m², offices and shopping centres nearby. Outurela/Portela and Encosta da Portela are municipal housing on the Câmara's open-data map (32 groups): choose the street, not the parish. Who it suits: families
Sintra (town) Verdict: Depends on you Why: Palaces, forest and fog: the IPMA weather station at Sintra air base counts 32 days of fog a year on average. €3,465/m². Lovely for a quiet life and remote work if you accept damp and tourist traffic. Who it suits: retirees, remote work
Queluz Verdict: Depends on you Why: On the Sintra line, the end nearest Lisbon. INE still counts the former union of Queluz and Belas: €3,013/m². Dense, practical, cheaper than the coast. Who it suits: tight budget
Cacém Verdict: Depends on you Why: A big commuter town on the Sintra line: €2,995/m². Sintra municipality had 6,151 sales in the twelve months to March 2026, second only to Lisbon, and its prices rose +28.9% in a year in the first quarter of 2026. Cheap, but catching up. Who it suits: tight budget
Algueirão-Mem Martins Verdict: Depends on you Why: The cheapest parish on the Sintra line in the INE data: €2,763/m². PSP made arrests for drug trafficking here on 23 February 2026 and 9 July 2026; on 3 October 2026, 4 suspects were detained, and PSP said it was answering complaints about drug selling in the streets (DN). It is a very large parish — choose the street and visit at night. Who it suits: tight budget
Damaia / Reboleira (Águas Livres) Verdict: Depends on you Why: Damaia and Reboleira, €3,234/m². The blue metro line reached Reboleira on 13 April 2016. Amadora prices rose +21.3% in a year in the first quarter of 2026. Bairro Alto da Cova da Moura is in this parish — see the next row. Who it suits: tight budget, no car
Bairro Alto da Cova da Moura Verdict: We advise against Why: Not for buying. PSP ran special operations here on 28 June 2025 and, with PJ, on 4 March 2026; at the last, a PSP officer told RTP of 15 incidents with firearms in the bairro since the start of 2025. Each operation concerns the suspects it names, not the neighbours. It is not municipal housing: Amadora's Local Housing Strategy 2024–2029 describes it as built on occupied private land, with about 83% of its buildings failing building rules and no agreed plan yet for its reconversion.
Odivelas Verdict: Good to live Why: The dearest municipality in this guide after Cascais and Oeiras: €3,462/m²; the parish of Odivelas itself, €3,523/m². Yellow metro line since March 2004; the Linha Violeta light rail to Loures, 11.5 km with 17 stations, is due in 2029. Prices rose +22.1% in a year in the first quarter of 2026. Who it suits: families, no car
Moscavide e Portela Verdict: Depends on you Why: Next to Parque das Nações, €3,630/m². Loures is one of four municipalities in the government's insulation programme for homes under the airport's take-off and landing paths: ask whether the building is in one of its noise zones before you buy. Who it suits: no car
Sacavém Verdict: Depends on you Why: €3,651/m², by the Trancão river and Parque Tejo, where Rock in Rio played on 20, 21, 27 and 28 June 2026. Terraços da Ponte (antiga Quinta do Mocho) is the largest group on Loures' municipal housing list. Who it suits: tight budget
Camarate, Unhos e Apelação Verdict: Depends on you Why: The cheapest parishes of inner Loures: €2,638/m². A car-dependent layout; ask about aircraft noise before you buy. Bairro da Quinta da Fonte (622 homes) and Quinta das Mós (236) are municipal estates here. Who it suits: tight budget
Almada, Cova da Piedade e Cacilhas Verdict: Good to live Why: Lisbon across the river: the Fertagus train runs from Pragal to Campolide in 9 minutes, and ferries leave from Cacilhas. €3,240/m². Of the Setúbal Peninsula municipalities with over 100,000 inhabitants, Almada was the only one whose prices grew slower than the country in the first quarter of 2026: +16.5% against +19.8%. Who it suits: no car, remote work
Costa da Caparica Verdict: Depends on you Why: The beach, at €4,426/m². The sea keeps taking the sand here: by 13 May 2026 the state had poured one million cubic metres of sand on 3.9 km of beach. In August Sol da Caparica (13–16 August 2026) and beach traffic take over. Who it suits: remote work, retirees
Monte da Caparica e Trafaria Verdict: Depends on you Why: Monte da Caparica and Trafaria, €3,230/m². 6 of Almada's 25 municipal housing groups are in this parish. A tunnel to Algés is only a government promise (6 August 2026). Who it suits: tight budget
Corroios Verdict: Good to live Why: The best value for a Lisbon commute: €2,898/m², and the Fertagus train reaches Roma-Areeiro in 22 minutes. Who it suits: tight budget, no car
Amora Verdict: Depends on you Why: Seixal's cheapest parish, €2,645/m², with a Fertagus stop at Foros de Amora. Who it suits: tight budget
Barreiro e Lavradio Verdict: Depends on you Why: A ferry town opposite Lisbon, €2,731/m². A road and rail bridge from Chelas to Lavradio is promised, not started (6 August 2026). Barreiro municipality median: €2,705/m². Who it suits: tight budget
Setúbal (centre) Verdict: Depends on you Why: A real city with its own life, Arrábida and the Sado: €2,847/m². The Fertagus train to Roma-Areeiro takes 63 minutes, so Lisbon every day is a long day. Who it suits: retirees, tight budget
São Sebastião (Setúbal) Verdict: Depends on you Why: Eastern Setúbal, the cheapest parish in our table: €2,447/m². Bairro da Bela Vista (Setúbal) and several of the municipal estates under rehabilitation are here — read the next row. Who it suits: tight budget
Bairro da Bela Vista (Setúbal) Verdict: Depends on you Why: On 2 March 2025 PSP told DN the bairro was pacified, and the Câmara was rehabilitating about 800 homes, with over 600 more in 2026. On 25 March 2026 PSP still ran a special operation here: 7 suspects detained after more than 150 searches. Both are true; look at the specific building and visit in the evening.
Azeitão Verdict: Good to live Why: Villages between Arrábida and the vineyards: €2,836/m². Calm and green, and the car is not optional. Who it suits: families, retirees

Prices: what people actually paid

INE medians of completed sales in the twelve months to March 2026: Grande Lisboa €3,598/m², the Setúbal Peninsula €2,747/m², the country €2,168/m², Lisbon itself €5,082/m². By municipality: Cascais €4,687/m², Oeiras €4,297/m², Odivelas €3,462/m², Almada €3,267/m², Loures €3,191/m², Amadora €3,143/m², Sintra €2,908/m², Seixal €2,800/m², Barreiro €2,705/m², Setúbal €2,638/m².

The cheap ring is catching up: in the first quarter of 2026 prices rose +28.9% in Sintra, +22.1% in Odivelas and +21.3% in Amadora, against +19.8% nationally. Amadora is the odd one: existing homes sold dearer than new ones, €3,177/m² against €2,680/m².

Parish figures in the verdict table come from INE's own series and use INE's parish map, from before the recent split of merged parishes. The median is not the asking price: sellers ask for more. Use it to compare areas, and listings to negotiate.

Getting around: metro, trains, ferries

Metro: the yellow line reached Odivelas in March 2004, the blue line Reboleira in Amadora on 13 April 2016. The Linha Violeta light rail between Loures and Odivelas — 11.5 km, 17 stations — got the European Commission's go-ahead on 21 April 2026; completion is expected in 2029.

South bank: the Fertagus train crosses the river by the bridge — Pragal to Campolide in 9 minutes, Corroios to Roma-Areeiro in 22 minutes, Setúbal to Roma-Areeiro in 63 minutes; in the morning rush trains leave Setúbal every 20 minutes. Ferries link Cacilhas, Seixal and Barreiro with Lisbon. On 6 August 2026 the minister promised a Chelas–Lavradio (Barreiro) bridge and an Algés–Trafaria tunnel within ten years; neither is under way.

Coast: the Cascais line runs along the sea; from 23 March 2025 until the end of the first half of 2025, CP temporarily stretched the rush-hour interval from 12 to 15 minutes because of works. Before buying far down a line, do the commute at rush hour once.

Police and safety: dated events

Some places see police operations again and again, and locally that becomes their reputation. Below are such places, with dated sources we opened. One event is not a map: from 21 October 2024, after a man was shot by PSP in Amadora, disturbances spread across 12 municipalities of the metropolitan area; by 30 October 2024 PSP counted 147 incidents, mostly bins set on fire, plus 39 cars and 4 buses burned. It was a week of unrest, not a list of dangerous streets. An operation concerns the suspects it names, not the neighbours.

  • · Algueirão-Mem Martins — Algueirão-Mem Martins (Sintra): PSP arrests for drug trafficking on 23 February 2026 and 9 July 2026; on 3 October 2026, 4 suspects were detained and PSP said it was answering complaints about drug selling in the streets of the area (DN). The parish is large; the reputation is about particular streets.
  • · Bairro da Bela Vista (Setúbal) — Bairro da Bela Vista (Setúbal): on 25 March 2026 PSP detained 7 suspects in a special operation, after more than 150 searches. A year earlier (2 March 2025) PSP had called the bairro pacified. Hence 🟡, not ⛔.
  • · Bairro Alto da Cova da Moura — Bairro Alto da Cova da Moura (Amadora): PSP special operations on 28 June 2025 and, with PJ, on 4 March 2026. At the last, a PSP officer told RTP of 15 incidents with firearms in the bairro since the start of 2025. This is why we mark it ⛔. Earlier, on 19 December 2024, about 100 officers searched here and in Zambujal after the unrest that began on 21 October 2024 — context, not the reason for the mark.

Municipal housing: how to read the lists

Below are the municipal estates by the Câmaras' own lists. Living next to one usually means denser blocks and a question from some buyers when you sell, not danger by itself; our where-to-live hub explains how to recognise one. Sintra publishes only totals — about 1,818 homes in 28 estates and groups — and Almada counts 25 estates with 2,272 homes, 16 of them in Laranjeiro e Feijó; in a survey 15 no longer met minimum safety and health standards. Neither publishes names, so neither has a list here.

Noise: planes, festivals, beaches

Planes. Lisbon airport does not close at night. The rule allows at most 91 take-offs and landings a week and 26 a night between midnight and 6 a.m.; ZERO counted that the weekly cap held in 2 of the 35 weeks of 2026 (4 September 2026). A full stop between 1 a.m. and 5 a.m. was announced on 8 March 2025 and, per ZERO, is still not applied. ZERO itself notes that the law allows exceptions, so a count above the cap does not prove that every flight broke the rule.

Who lives under the take-off and landing paths: the government's €10 million insulation programme covers Lisbon, Loures, Vila Franca de Xira and Almada. Loures counts 48,761 homes in buildings built up to 2005 in its noise zones, 2,608 of them in the loudest. The new airport is expected in mid-2037 by ANA, from 2035 by the government: until then, the planes stay.

Festivals with dates: NOS Alive on the Algés seafront (9–11 July 2026); Rock in Rio at Parque Tejo, split between the municipalities of Loures and Lisbon (20, 21, 27 and 28 June 2026); Festas do Mar in Cascais bay (20–23 and 27–30 August 2026); Sol da Caparica (13–16 August 2026). Expect the same weeks next year.

Summer adds beach traffic to Cascais and Costa da Caparica, and the seagulls add the rest: they start at dawn and do not check the festival calendar.

Water, coast, fog, damp

Algés: the stream under the town floods lower Algés; an LNEC report found 57% of 912 metres of inspected culvert at risk of collapse, after collapses in December 2009, 2019 and November 2023 (16 January 2026). A ground floor there is a question for your insurer first.

Costa da Caparica: the beach is kept by refilling it — one million cubic metres of sand on 3.9 km, finished by 13 May 2026. Front-row flats get the view and the wind.

Sintra: 32 fog days a year at the IPMA station at Sintra air base. Damp is still decided by walls, windows and ventilation: check the energy certificate and which way the windows face, and budget for a dehumidifier.

Why is it cheap? A half-hour check

A flat priced below its neighbours usually has a reason you can see in half an hour: under the flight path; the commute longer than it looked on the map; a ground floor near a stream; a street with a police record in the news; a building in need of works.

Go twice: on a weekday evening and on a weekend afternoon. Listen for planes, time the train, look at the courtyard. If none of the reasons fits, the reason may be the seller: pay nothing before the viewing and the document check.

Cascais or Lisbon?

Cascais costs less than Lisbon on average — €4,687/m² against €5,082/m² — but its best parish, Cascais e Estoril, costs more: €5,459/m². You buy the sea and give up the metro: the Cascais line is the commute, and from 23 March 2025 until the end of the first half of 2025 works stretched its rush-hour interval to 15 minutes.

Is the south bank a good idea?

For the price, yes: the Setúbal Peninsula median is €2,747/m², against €3,598/m² in Grande Lisboa. Live near a Fertagus station: Corroios to Roma-Areeiro takes 22 minutes. The bridge is the bottleneck; new crossings are only promised (6 August 2026).

Is Amadora dangerous?

Amadora is a city of six parishes; our ⛔ is one bairro, Bairro Alto da Cova da Moura, after police operations on 28 June 2025 and 4 March 2026 and 15 incidents with firearms since the start of 2025. Elsewhere choose by street and transport: the blue metro reaches Reboleira, and prices rose +21.3% in a year.

Will I hear the planes?

In Loures and Almada, possibly: both are in the government's insulation programme for homes under the flight paths (8 March 2025). At night the rule allows up to 26 movements between midnight and 6 a.m., and ZERO says the weekly cap held in only 2 of the 35 weeks of 2026 (the law allows exceptions).

Where to live with children and no car?

On a rail line, near a school: Odivelas on the yellow metro, Oeiras, Paço de Arcos e Caxias or Carcavelos e Parede on the Cascais line, Almada, Cova da Piedade e Cacilhas or Corroios on the Fertagus train (22 minutes to Roma-Areeiro). Choose the school first, then a street within walking distance of it and of the station.

Is Sintra too damp?

The town has fog — 32 days a year at the IPMA station at Sintra air base — and old stone houses. A newer flat with a good energy certificate in Queluz or Cacém is a different story. Check the windows' orientation and plan a dehumidifier.

What happened in October 2024?

After a man was shot by PSP in Amadora on 21 October 2024, there were nights of disturbances in 12 municipalities: 147 incidents by 30 October 2024, mostly burning bins, and 39 cars burned. It was an event, not a map: it does not tell you which street is safe.

Is Bela Vista in Setúbal still a problem?

It is changing: about 800 homes were being rehabilitated as of 2 March 2025, and PSP called the bairro pacified. But on 25 March 2026 PSP detained 7 suspects there in a special operation. Hence 🟡: look at the specific building.
