Where to live in Lisbon: parish by parish
Our verdict: for a family, Alvalade, Areeiro, Campo de Ourique and, with a bigger budget, Estrela and Parque das Nações; for a tighter one, Penha de França, Olivais and Benfica. The historic centre is for visiting more than for sleeping: in Santa Maria Maior there are 66.9 Alojamento Local units for every hundred homes. We would not buy right next to Bairro da Quinta do Loureiro on Avenida de Ceuta, where PSP keeps coming back against drug dealing — dates below. In the city people paid a median of €5,082/m² in the twelve months to March 2026, the highest in the country.

Verdict: the planned north of the centre
| Area | Verdict | Why | Who it suits |
|---|---|---|---|
| Alvalade | Verdict: Good to live | Why: Wide planned avenues, metro and everyday shops. Median €5,041/m², almost exactly the city's €5,082/m². In expat forums it is the most common answer to «where would you live» — an opinion, not a measurement. The measurable cost is the planes: Alvalade lies under the take-off and landing paths and is one of the nine parishes of the Menos Ruído insulation programme (31 March 2026). New construction in Alvalade, Lisboa | Who it suits: families, no car, retirees |
| Areeiro | Verdict: Good to live | Why: Next to Alvalade, with metro and a median of €4,963/m², below the city's €5,082/m². Unlike its neighbour it is not on the Menos Ruído list (31 March 2026). Bairro das Olaias from the Gebalis list is in this parish. New construction in Areeiro, Lisboa | Who it suits: families, no car |
| Avenidas Novas | Verdict: Good to live | Why: Saldanha, Picoas, Campo Pequeno: offices, avenues and metro. Median €6,000/m². Two things to check: it is on the Menos Ruído list (31 March 2026), and in the downpour of 28–29 October 2025 it logged more incidents than any other parish, 28. New construction in Avenidas Novas, Lisboa | Who it suits: no car, remote work, families |
| São Domingos de Benfica | Verdict: Good to live | Why: Residential, between Sete Rios and the edge of Monsanto. Median €5,182/m², above the city's €5,082/m². On the Menos Ruído list (31 March 2026). Bairro Quinta dos Barros from the Gebalis list is here. New construction in São Domingos de Benfica, Lisboa | Who it suits: families |
| Benfica | Verdict: Good to live | Why: Large and residential, with metro and the Colombo centre. Median €4,631/m², below the city, up +15.3% in a year. Bairro da Boavista, the oldest municipal estate in Lisbon (since 1939), is on the Gebalis list here. New construction in Benfica, Lisboa | Who it suits: families, tight budget |

Verdict: the west, from Campo de Ourique to Belém
| Area | Verdict | Why | Who it suits |
|---|---|---|---|
| Campo de Ourique | Verdict: Good to live | Why: A grid of old streets around its own market, median €5,979/m², well above the city's €5,082/m². Two caveats: it is on the Menos Ruído list (31 March 2026), and on Avenida de Ceuta, inside the parish, is Bairro da Quinta do Loureiro, which has its own line below. New construction in Campo de Ourique, Lisboa | Who it suits: families, retirees |
| Estrela | Verdict: Good to live | Why: Lapa, the Estrela garden, embassies. Median €5,833/m². The Linha Circular is due to add metro stations at Estrela and Santos in the first quarter of 2027, according to the metro company. On the Menos Ruído list (31 March 2026), and with 10.8 Alojamento Local units per hundred homes it is closed to new ones. New construction in Estrela, Lisboa | Who it suits: families, retirees |
| Belém | Verdict: Good to live | Why: Monuments and tourists by day, Restelo uphill. Median €5,498/m², above the city. The Belém neighbourhood is one of the areas closed to new Alojamento Local (3 December 2025). New construction in Belém, Lisboa | Who it suits: families, retirees |
| Santo António | Verdict: Depends on you | Why: Avenida da Liberdade, Príncipe Real, Rato: the highest median in Lisbon, €6,986/m². 25.1 Alojamento Local units per hundred homes and streets closed to tuk-tuks: central, but shared with visitors. New construction in Santo António, Lisboa | Who it suits: remote work, no car |
| Campolide | Verdict: Depends on you | Why: Amoreiras and the aqueduct, Avenida de Ceuta along its west side. Median €5,486/m², above the city. On the Menos Ruído list (31 March 2026); Bairro Bela Flor from the Gebalis list is here. New construction in Campolide, Lisboa | Who it suits: remote work |
| Alcântara | Verdict: Depends on you | Why: LX Factory, the docks, the river. Median €4,938/m², below the city's €5,082/m². On the Menos Ruído list (31 March 2026). New construction in Alcântara, Lisboa | Who it suits: remote work |
| Ajuda | Verdict: Depends on you | Why: The palace, steep streets, buses rather than metro. The fastest-rising median in Lisbon: +23.9% in a year, to €5,161/m². Bairro 2 de Maio, Bairro Casalinho da Ajuda and Bairro das Açucenas from the Gebalis list are here. New construction in Ajuda, Lisboa | |
| Bairro da Quinta do Loureiro | Verdict: We advise against | Why: PSP's anti-trafficking unit made 47 detentions here between 11 March 2025 and 9 April 2026, including operations on 22 September 2025 and 13 February 2026, and CM reports the estate is a PSP priority. On 25 January 2025 an Observador report on Avenida de Ceuta ran the headline «the new Casal Ventoso», after the old drug quarter in the same area. Places police keep returning to for drug dealing are known locally as problem areas, and that reputation is what the ⛔ reflects. The verdict is about buying next door, not about the people who live here. New construction in Campo de Ourique, Lisboa |
Verdict: the historic centre and its hills
| Area | Verdict | Why | Who it suits |
|---|---|---|---|
| Penha de França | Verdict: Good to live | Why: Residential and hilly: Sapadores, Alto do Pina. Median €4,465/m², below the city but rising faster: +19.2% against +15.2%. In the downpour of 28–29 October 2025 it was third by incidents (18). New construction in Penha de França, Lisboa | Who it suits: tight budget, remote work |
| Arroios | Verdict: Depends on you | Why: Almirante Reis, Anjos, Alameda, Intendente: the busiest market in Lisbon — 655 sales in a year — at €4,776/m², below the city. 13.5 Alojamento Local units per hundred homes. Expat forums are split on it — opinions, not data: walk the specific street by day and after dark. New construction in Arroios, Lisboa | Who it suits: remote work, tight budget, no car |
| São Vicente (Graça) | Verdict: Depends on you | Why: Graça and São Vicente: viewpoints, trams, hills. Median €4,954/m²; 16.1 Alojamento Local units per hundred homes. A year after the tuk-tuk rules, the parish council still reports their noise at the viewpoints (3 April 2026). New construction in São Vicente, Lisboa | Who it suits: remote work |
| Santa Maria Maior (Alfama, Mouraria, Baixa, Castelo) | Verdict: Depends on you | Why: The postcard: 66.9 Alojamento Local units per hundred homes, the highest ratio in the city, and one of only two parishes where the median fell: −0.5%, to €5,000/m². Santo António night closes its streets every June. Beautiful to visit; to live, choose the street. New construction in Santa Maria Maior, Lisboa | Who it suits: nightlife, remote work |
| Misericórdia (Bairro Alto, Bica, Cais do Sodré, Santos) | Verdict: Depends on you | Why: Median €5,913/m²; 43.8 Alojamento Local units per hundred homes. Bars in Bairro Alto may stay open until 2 a.m., and until 3 a.m. on Friday and Saturday nights; Cais do Sodré, Bica and Santos keep the same hours, with 4 a.m. for soundproofed venues and dance clubs. For going out, yes; for living, only on a street you have heard at midnight. New construction in Misericórdia, Lisboa | Who it suits: nightlife |
Verdict: the north edge
| Area | Verdict | Why | Who it suits |
|---|---|---|---|
| Lumiar | Verdict: Depends on you | Why: Telheiras on one side, Alta de Lisboa with large municipal estates on the other. Median €4,670/m², up +17.5% in a year. On the Menos Ruído list (31 March 2026) and second by incidents in the downpour of 28–29 October 2025 (27). Choose the street, not the parish. New construction in Lumiar, Lisboa | Who it suits: families, tight budget |
| Carnide | Verdict: Depends on you | Why: An old village core and the metro. Bairro Padre Cruz from the Gebalis list is here. Median €4,553/m² and the fewest sales in Lisbon, 96 in a year, so expect to wait. New construction in Carnide, Lisboa | Who it suits: families, tight budget |
| Santa Clara | Verdict: Depends on you | Why: The cheapest median in Lisbon, €3,733/m², at the northern edge: Ameixoeira, Charneca, part of Alta de Lisboa. On the Menos Ruído list (31 March 2026). PSP operation in Alta de Lisboa on 24 March 2026, see below. The low median comes with planes overhead; walk the streets before you decide. New construction in Santa Clara, Lisboa | Who it suits: tight budget |
Verdict: the east, along the river
| Area | Verdict | Why | Who it suits |
|---|---|---|---|
| Parque das Nações | Verdict: Good to live | Why: Flat, modern, by the river, with the second-highest median: €6,407/m². Big events are next door: Web Summit at the MEO Arena on 9–12 November 2026, Rock in Rio at Parque Tejo on 20, 21, 27 and 28 June 2026. The neighbourhood is closed to new Alojamento Local (3 December 2025). New construction in Parque das Nações, Lisboa | Who it suits: families, retirees, remote work |
| Olivais | Verdict: Good to live | Why: Planned green estates with the airport on the northern edge. Median €4,296/m², below the city, up +16.1% in a year. Bairro Olivais Velho and Bairro da Avenida de Berlim from the Gebalis list are here. New construction in Olivais, Lisboa | Who it suits: tight budget, families |
| Marvila | Verdict: Depends on you | Why: Warehouses turned breweries by the river, large municipal estates uphill: Bairro do Condado (Zona I e Zona J), Bairro da Flamenga and Bairro dos Alfinetes are on the Gebalis list. One of two parishes where the median fell: −0.4%, to €5,008/m². The Câmara plans the Chelas–Beato drainage tunnel for 2029. New construction in Marvila, Lisboa | Who it suits: tight budget, remote work |
| Beato | Verdict: Depends on you | Why: Poço do Bispo and Xabregas by the river. Median €4,600/m², below the city. Bairro Carlos Botelho, Bairro João Nascimento Costa and Bairro dos Ourives from the Gebalis list are here. New construction in Beato, Lisboa | Who it suits: tight budget |
Prices: what people actually paid
INE medians of completed sales per square metre in the twelve months to March 2026. Lisbon: €5,082/m², +15.2% in a year, 8,095 sales — more than any other municipality. From the top: Santo António €6,986/m², Parque das Nações €6,407/m², Avenidas Novas €6,000/m², Campo de Ourique €5,979/m², Misericórdia €5,913/m², Estrela €5,833/m², Belém €5,498/m², Campolide €5,486/m², São Domingos de Benfica €5,182/m², Ajuda €5,161/m², Alvalade €5,041/m², Marvila €5,008/m², Santa Maria Maior €5,000/m², Areeiro €4,963/m², São Vicente €4,954/m², Alcântara €4,938/m², Arroios €4,776/m², Lumiar €4,670/m², Benfica €4,631/m², Beato €4,600/m², Carnide €4,553/m², Penha de França €4,465/m², Olivais €4,296/m², Santa Clara €3,733/m².
This is not the listing price. A seller asks for more, and in sought-after streets the gap is wide. Use the median to compare parishes, and listings to negotiate. Cascais, Oeiras and the south bank are separate municipalities, for the next guide in this series.
Where police operations took place
Only dated events, with a source we opened ourselves, no older than two years. Police keep returning to Bairro da Quinta do Loureiro on Avenida de Ceuta to fight drug dealing: in 2024 alone PSP detained 145 suspects of trafficking and possession around the avenue, and on 25 January 2025 an Observador report on it ran the headline «the new Casal Ventoso». Locally such places are known as problem areas, and that reputation is what a ⛔ in this guide reflects. An operation concerns the suspects it names, not the other people who live there. Intendente and Mouraria are not here because the operations we found there are older than two years; for Chelas we found none in that period.
- · Bairro da Quinta do Loureiro — 9 April 2026: CM reported, citing PSP, that its anti-trafficking unit, set up on 11 March 2025, had made 47 detentions in Bairro da Quinta do Loureiro; CM describes the estate as a PSP priority.
- · Rua Tito de Morais — 24 March 2026: PSP operation in Alta de Lisboa against a drug-selling point on Rua Tito de Morais; ten suspects detained and four firearms seized. PSP had searched the same area for weapons in November 2025.
- · Bairro da Quinta do Loureiro — 13 February 2026: PSP detained four suspects of selling drugs in Campo de Ourique and said it keeps running operations in Bairro da Quinta do Loureiro in response to residents' concerns.
- · Martim Moniz — 3 December 2025: a PSP special crime-prevention operation closed the square at Martim Moniz, citing repeated incidents with firearms in the area; 60 people were checked and no weapon was found.
- · Bairro da Quinta do Loureiro — 22 September 2025: PSP detained seven men suspected of selling drugs inside a residential block in Bairro da Quinta do Loureiro; six were remanded in custody.

Gebalis, the city's municipal housing company, lists 29 estates of its Morar Melhor renovation programme on its website; the Câmara's map layer outlines 69 municipal estates. Below is the website list. Before you buy, check the address against the map.
What living next door means in practice: parking, the bins, and a question from some buyers when you sell. We found no dated police operation in the last two years that a source places inside an estate on this list; the nearest is on a street of Alta de Lisboa (24 March 2026). Bairro da Quinta do Loureiro, with its ⛔, is not on the website list, but it is municipal housing too: the Câmara's map outlines it, and CM calls it a bairro social. How to recognise social housing (municipal homes) on the spot is in our where-to-live hub.
Planes: who lives under the take-off and landing paths
The airport is inside the city, and its take-off and landing paths cross Lisbon. The plainest map of who hears them is the Menos Ruído programme, which helps soundproof homes against aircraft noise in nine Lisbon parishes (31 March 2026): Alvalade, Avenidas Novas, Alcântara, Campo de Ourique, Campolide, Estrela, Lumiar, Santa Clara and São Domingos de Benfica. The grant is at most €1,000 per home, paid as a reimbursement after the works, under rules the Câmara approved on 22 July 2026.
At night the airport is not closed. The rule in force allows between midnight and 6 a.m. at most 26 take-offs and landings a night and 91 a week. On 8 March 2025 the Government announced a full stop to flights between 1 a.m. and 5 a.m., but on 4 September 2026 it was still not in force, and the environmental group ZERO counted the weekly limit respected in only 2 of 35 weeks of 2026.
The Government plans to move flights to the new Luís de Camões airport at Alcochete, but not soon: the operator ANA plans the opening for 2037, the Government wants 2035. If planes bother you, do not buy on the promise of a quiet sky.
Noise on the ground: festivals, bars, tuk-tuks
June is the festival month. The loudest night is Santo António, last time the night of 12 to 13 June 2026: the Marchas parade on Avenida da Liberdade, which closed to traffic from 6 p.m. on the 12th to 8 a.m. on the 13th, and traffic was cut in Alfama, the Baixa, Rossio, Graça and Mouraria; the metro ran until 3 a.m. instead of closing earlier. If you live there, that night the street is not yours.
Nightlife: under the Câmara's criteria (version of 2015), bars in Bairro Alto close at 2 a.m., and at 3 a.m. on Friday and Saturday nights and holiday eves; Cais do Sodré, Bica and Santos follow the same hours. Dance clubs may stay open until 4 a.m. — in Bairro Alto only on those nights, in Cais do Sodré, Bica and Santos, like soundproofed venues, every night. Shops in Bairro Alto that sell alcohol but are not bars close at 8 p.m. in the evening. The street outside is another matter: listen to it at midnight before you sign.
Tuk-tuks have been banned from 337 streets since 1 April 2025, in Santa Maria Maior, Misericórdia, Santo António, São Vicente, Arroios, Penha de França and Avenidas Novas; the Câmara counted about 88 fines a day in the rest of that year. At the viewpoints of Graça and Senhora do Monte residents still hear them. Web Summit (9–12 November 2026) and Rock in Rio (20, 21, 27 and 28 June 2026) bring crowds to Parque das Nações and Parque Tejo.
And the seagulls. They start at dawn on the roofs of the centre, and no regulation covers them.
Alojamento Local: who your neighbours are
Lisbon counts Alojamento Local units for every hundred permanent homes and closes a parish to new ones from 10. Under the rules reported on 3 December 2025: Santa Maria Maior 66.9, Misericórdia 43.8, Santo António 25.1, São Vicente 16.1, Arroios 13.5, Estrela 10.8; Avenidas Novas 6.6 is under partial limits; the city as a whole 7.2.
For a buyer this is a fact about the building, not about taste: in a parish with dozens of units per hundred homes, suitcases on the stairs and a changing doorbell list are normal. Ask the condominium how many flats in the building are registered.
Metro, water, hills, damp
Metro: the Linha Circular from Rato to Cais do Sodré, with new stations at Estrela and Santos, is due in the first quarter of 2027, after a delay of more than three years. Count on it when it opens, not before.
Water: in the downpour of 28–29 October 2025 the city logged 229 incidents, 185 of them flooding — and the parishes with the most incidents were not by the river: Avenidas Novas 28, Lumiar 27, Penha de França 18. The first drainage tunnel, Campolide–Santa Apolónia, was finished on 22 July 2025; the mayor says the whole Monsanto–Santa Apolónia tunnel will be ready by the end of 2026, and the Chelas–Beato one in 2029. A ground floor or a garage at the bottom of a slope is a question for your insurer first.
Lisbon measures distance in hills, not metres. Alfama, Graça, Castelo, Bairro Alto, Madragoa and Ajuda are slopes of polished limestone that is slippery when wet; the trams climb them slowly, full of tourists. With a pram or bad knees, walk the route before the viewing.
Damp is the first-winter complaint everywhere: old stone houses in the centre, north-facing flats, ground floors. Look at the energy class on the certificado energético, at which way the windows face, and budget for a dehumidifier.
Why is it cheap? A half-hour check
A flat priced below its neighbours usually has a reason you can see in half an hour: the take-off path overhead; a ground floor at the bottom of a slope; no lift on a hill; windows to the north; a low energy class; a bar street or a building full of Alojamento Local; an estate across the road.
Go twice: on a weekday evening and on a weekend afternoon. Listen to the stairwell, look at the courtyard, count the suitcases rolling over the cobbles. If none of the reasons fits, the reason may be the seller: pay nothing before the viewing and the document check.
Is there a map of good and bad areas in Lisbon?
No official one: crime is published by district and municipality, not by street. The verdict tables and the map above are our answer: each mark rests on an INE median, a dated police operation, the Menos Ruído list or a Câmara rule; the latest police event is from 9 April 2026.
Where to live with children and no car?
Along the metro, near a park and a school: Alvalade, Areeiro and Avenidas Novas are the planned, walkable options; Parque das Nações if the budget allows (€6,407/m²). Choose the school first, then a street within walking distance of it and of the metro.
Will I hear the planes?
If you buy in one of the nine Menos Ruído parishes (31 March 2026), yes, for years: the new airport is planned for 2035 at the earliest. At night up to 26 take-offs and landings are allowed, and by the environmental group ZERO's count the weekly cap was exceeded in most weeks of 2026.
Is it safe to live next to social housing?
For most of the 29 estates on the Gebalis website list we found no police operation in the last two years. The place police keep returning to, Bairro da Quinta do Loureiro, is also municipal housing, though not on that list. Walk the street in the evening before deciding.
Is Martim Moniz or Intendente dangerous?
Forums disagree, and opinion is not data. What we can date: on 3 December 2025 PSP closed the square for a check after repeated incidents with firearms, checked 60 people and found no weapon. The drug operations we found in Intendente and Mouraria are older than two years, so we do not present them as current.
Why is Santa Clara cheaper than the rest of Lisbon?
It has the lowest median, €3,733/m²: it is on the northern edge, under the take-off and landing paths (Menos Ruído, 31 March 2026), and includes part of Alta de Lisboa, where PSP ran an operation on 24 March 2026. Noise and prices change street by street: walk them.
Is it damp in old Lisbon houses?
Often, yes: stone walls, single glazing, north-facing rooms. Check the energy class and the orientation; a dehumidifier in the first winter is normal. In low streets, ask about flooding too — 185 floods in one downpour on 28–29 October 2025.
