Where to live in Funchal, Madeira: ten parishes from the sea to Monte
Our verdict: for a family or a long stay, if the budget allows, São Martinho — the dearest parish at €4,195/m² in the twelve months to March 2026; choose the street there. Without a car, close to the centre: São Pedro, €888/m² below the Sé next door. For nightlife, the Sé and Santa Maria Maior (Zona Velha) — though in their old streets bars may stay open at most until 1 a.m. on Fridays, Saturdays and the eve of public holidays, and on Rua das Fontes until 3 a.m. on Fridays, Saturdays and the eve of public holidays. On a tighter budget the city gets cheaper as it climbs: Santo António, São Roque and, at the top, Monte at €2,008/m². Across Funchal people paid a median of €3,322/m². We found no estate with a recent series of police operations, so this guide puts ⛔ nowhere.

Verdict by parish
| Area | Verdict | Why | Who it suits |
|---|---|---|---|
| São Martinho | Verdict: Depends on you | Why: The west of the city and the dearest parish: €4,195/m² in the twelve months to March 2026, up from €3,810/m² a year earlier. New homes sold here at €4,149/m². It is large and varied: the Bairro da Nazaré, the largest estate managed by IHM (1,435 homes), is in São Martinho, and so is the municipal Nazaré Parque. Choose the street, not the parish. | Who it suits: families, retirees, remote work |
| São Pedro | Verdict: Good to live | Why: Next to the Sé and walkable to it: €2,963/m² in the twelve months to March 2026, €888/m² less than the Sé. Prices are catching up — €2,533/m² a year earlier. The municipal list puts several small estates here, the largest the Viveiros group (28 homes in Viveiros V, SocioHabitaFunchal). | Who it suits: no car, remote work |
| Sé | Verdict: Depends on you | Why: The centre: €3,851/m² in the twelve months to March 2026, barely up from €3,753/m². Everything is on foot, and so is everyone else: the Carnival, Flower Festival and Atlantic Festival programmes all happen in the downtown streets (see the calendar below). In the historic centre bars may stay open until midnight from Sunday to Thursday and until 1 a.m. on Fridays, Saturdays and the eve of public holidays (4 April 2025). | Who it suits: no car, nightlife, remote work |
| Santa Maria Maior (Zona Velha) | Verdict: Depends on you | Why: The Zona Velha, the old town by the sea: €2,725/m² in the twelve months to March 2026, against €2,143/m² a year earlier, +27% in a year. Under the regulation published on 4 April 2025, bars in the Zona Velha streets may stay open until midnight from Sunday to Thursday and until 1 a.m. on Fridays, Saturdays and the eve of public holidays; places licensed for dancing until 2 a.m. every day. Live here if you are part of the night; sleep elsewhere if you are not. The municipal Bairro de Santa Maria (83 homes, SocioHabitaFunchal) is in this parish. | Who it suits: nightlife |
| Santa Luzia | Verdict: Depends on you | Why: Just above the centre: €2,895/m² in the twelve months to March 2026. It shares its name with one of the three ribeiras — the steep channelled streams — hit hardest on 20 February 2010; read the water section before you choose a street near one. | Who it suits: no car |
| Imaculado Coração de Maria | Verdict: Depends on you | Why: East of the centre: €2,883/m² in the twelve months to March 2026, against €2,291/m² a year earlier. The municipal list has only 8 homes here (SocioHabitaFunchal). Walk the climb from the door to the shops before you buy. | Who it suits: families, no car |
| São Gonçalo | Verdict: Depends on you | Why: The east side, cheaper: €2,759/m² in the twelve months to March 2026. The municipal Conjunto Habitacional do Palheiro Ferreiro (71 homes) and Conjunto Habitacional do Canto do Muro II (48) are here (SocioHabitaFunchal). Higher up, the car decides. | Who it suits: tight budget, families |
| Santo António | Verdict: Depends on you | Why: The big north-western parish above the city, and the only one where the median fell: €2,692/m² in the twelve months to March 2026, against €2,780/m² a year earlier. Almost half of the municipal homes on the SocioHabitaFunchal list are here (601 of 1,207) — Conjunto Habitacional das Romeiras (160), Conjunto Habitacional da Quinta Josefina (102) and Conjunto Habitacional do Pico dos Barcelos (72) among them. Choose the street. | Who it suits: tight budget, families |
| São Roque | Verdict: Depends on you | Why: The cheapest parish below Monte: €2,201/m² in the twelve months to March 2026. It rises steeply from the centre; the municipal list has a small estate at Galeão (20 homes, SocioHabitaFunchal). Without a car, time the walk uphill with shopping bags. | Who it suits: tight budget |
| Monte | Verdict: Depends on you | Why: The top of the amphitheatre and the cheapest median in the city, €2,008/m² in the twelve months to March 2026 — but €1,400/m² a year earlier, so the gap is closing fast. It sits well above the centre: plan every trip by car. | Who it suits: tight budget |

Prices: what people actually paid
INE medians of completed sales in the twelve months to March 2026: Funchal €3,322/m² (€3,100/m² a year earlier), Madeira €2,578/m², Portugal €2,168/m². By parish, from dearest to cheapest: São Martinho €4,195/m², Sé €3,851/m², São Pedro €2,963/m², Santa Luzia €2,895/m², Imaculado Coração de Maria €2,883/m², São Gonçalo €2,759/m², Santa Maria Maior €2,725/m², Santo António €2,692/m², São Roque €2,201/m², Monte €2,008/m².
The market is speeding up: the Funchal median for the quarter alone was €3,601/m² in the first quarter of 2026, +23.0% in a year, and its annual growth accelerated by 25.2 percentage points — the most of the 24 Portuguese municipalities with more than a hundred thousand residents.
Small flats cost more per square metre: in Funchal a studio or one-bedroom went for €3,872/m², a four-bedroom or larger for €2,072/m² — the widest gap between flat sizes of any large municipality. The median is not the listing price: use it to compare parishes, and listings to negotiate.
Police and safety: dated events
In Porto some estates see police operations again and again, and that shapes their local reputation; a ⛔ in our Porto guide reflects such a series. In Funchal we found no estate with a recent series in a source we could open. The single dated event below concerns the suspects it names, not the neighbours.
- · Bairro de Santo Amaro — 14 November 2025: PSP reported an operation against drug trafficking in the Bairro de Santo Amaro earlier that week: one suspect detained and two identified, after an investigation that began at the end of the previous year.

Noise: bars, festivals, fireworks, cruise ships
Bars. The municipal regulation published on 4 April 2025 sets its own hours for three zones. In the Zona Velha and the historic centre, cafés, bars and restaurants may stay open until midnight from Sunday to Thursday and until 1 a.m. on Fridays, Saturdays and the eve of public holidays; places licensed for dancing until 2 a.m. every day. On Rua das Fontes and Calçada de São Lourenço bars may stay open until 2 a.m. from Sunday to Thursday and until 3 a.m. on Fridays, Saturdays and the eve of public holidays. Terraces close 30 minutes before the bar itself, and the Câmara may ban taking drinks outside from an hour before closing. Elsewhere in the city bars may stay open until 2 a.m. and dance venues until 6 a.m.; in a residential building a bar or restaurant may stay open only until midnight.
Festivals planned with programmes in the downtown streets: Christmas lights and events 1 December 2026 – 10 January 2027; Carnival 3–14 February 2027, with the big parades on 5 and 6 February 2027; the Flower Festival 29 April 2027 – 30 May 2027, parades on 2 and 16 May 2027; the Atlantic Festival 4–27 June 2027. The Wine Festival runs 22 August 2027 – 12 September 2027.
Fireworks. On 31 December 2026 the whole amphitheatre becomes the grandstand: in 2006 the Guinness book recognised the New Year show as the world's largest fireworks display. During the Atlantic Festival the international fireworks competition fills the bay for about 20 minutes on 5, 12, 19 and 26 June 2027. Pets and light sleepers: plan those nights.
Cruise ships. The port of Funchal had 331 cruise calls in 2025, a record, with 746,257 passengers on board. The seagulls, as everywhere on the coast, are louder than the ships.
Water, slopes, damp
On 20 February 2010 a flash flood and mudslide — an aluvião — killed dozens of people on the south coast of Madeira. In Funchal the basins hit hardest were those of the ribeiras João Gomes, Santa Luzia and São João, according to the regional government's risk study (December 2017). A ground floor or a garage next to a ribeira is a question for your insurer first.
Funchal is an amphitheatre: the further from the sea, the cheaper the median and the steeper the street. With a pram or bad knees, walk the route from the door to the bus stop and the shop before the viewing.
Damp is decided by walls, windows and ventilation more than by the view: check the energy class on the certificado energético and which way the windows face, and budget for a dehumidifier.
Why is it cheap? A half-hour check
A flat priced below its neighbours usually has a reason you can see in half an hour: a bar street below the window; a climb nobody mentioned; a ground floor by a ribeira; a parish far above the centre with no car; an estate across the road.
Go twice: on a Friday night and on a weekday morning. Listen from the bedroom, count the minutes uphill, look at the courtyard. If none of the reasons fits, the reason may be the seller: pay nothing before the viewing and the document check.
Which parish of Funchal is best for a family?
If the budget allows, São Martinho: dearest at €4,195/m²; choose the street. Closer to the centre, São Pedro at €2,963/m². Cheaper, Santo António at €2,692/m² — the only parish where prices fell in a year — but up the slope, so check the school run on foot and by car.
Is the Zona Velha too noisy to live in?
It depends on the street and the night. Under the regulation published on 4 April 2025, bars there may stay open until midnight from Sunday to Thursday and until 1 a.m. on Fridays, Saturdays and the eve of public holidays, and dance venues until 2 a.m. every day. Add the festival parades and the fireworks on 31 December 2026. Visit on a Friday night before you buy.
Is it dangerous to live next to a social housing estate?
We found one dated police operation in an estate in the last two years (see the dated events above, 14 November 2025) and no series anywhere, so no ⛔. IHM lists 2,998 homes in the city and SocioHabitaFunchal 1,207: an estate nearby is common here. Look at the specific street and visit in the evening.
Why is Funchal so expensive?
INE puts the Funchal median at €3,322/m² in the twelve months to March 2026, above Madeira (€2,578/m²) and Portugal (€2,168/m²). Prices rose +23.0% in a year in the first quarter of 2026, and growth sped up more than in any other large municipality. Cheaper means higher up: Monte at €2,008/m².
Is there flood risk?
On 20 February 2010 the worst-hit basins in Funchal were the ribeiras João Gomes, Santa Luzia and São João. Ask the seller and the Câmara about the specific building, and check what your insurance covers for a ground floor or garage.
Is it damp?
Damp depends on the building more than the parish: walls, windows and ventilation. Check the energy certificate and the orientation, and plan for a dehumidifier in the first winter.
Is there a map of good and bad areas in Funchal?
No official one. Our verdict table is the answer: each fact behind a mark rests on an INE number, a municipal regulation, a housing list or a dated event.
