Where to live in Évora: inside the walls or outside

Our verdict: no area of Évora gets a ⛔ — the two big police operations of 2026 we found named no neighbourhood. Choose by how you live: inside the walls (Historic centre) on foot, with old houses, the June fair and the summer heat; outside the walls (Malagueira, Horta das Figueiras, Bacelo, Senhora da Saúde) with a car and newer streets. On INE's chart Évora is the dearest municipality of Alentejo Central in the twelve months to March 2026; the sub-region's median was €1,308/m² in the first quarter of 2026, against €2,337/m² nationally. The real risk is the heat: 31.9 days a year at 35 °C or more.

Verdict by area

AreaVerdictWhyWho it suits
Historic centre Verdict: Depends on you Why: Inside the walls everything is on foot. The price is old houses with thick walls, narrow streets and the summer. The Feira de São João fills Rossio de São Brás, at the gates; the Câmara announced it from 23 June to 5 July 2026, with the concerts moved to the Jardim Público. Before buying an old house, check the roof, the damp and how you will cool it in August. Who it suits: no car, remote work
Malagueira Verdict: Depends on you Why: Álvaro Siza's housing district, commissioned in 1977: about 1,200 low white houses planned on 27 hectares, 1,100 built by July 1997, most by cooperatives (660) and the State (385). Houses rather than flats. Bairro da Malagueira from the Habévora list has 177 homes due for rehabilitation. On 25 June 2025 the Câmara named Malagueira among the areas with most security complaints (see below): visit in the evening and judge the street.
Cruz da Picada Verdict: Depends on you Why: Next to Malagueira, with a PSP police station. Bairro Cruz da Picada has the most homes on the Habévora list: 253 due for rehabilitation in 2024–2029. A councillor recalled on 25 June 2025 that the station came from a contract with the Ministry of Internal Administration over security in Malagueira. Look at the street, not the parish.
Horta das Figueiras Verdict: Depends on you Why: South of the walls, in the same parish union as Malagueira. Bairro da Horta das Figueiras (37 homes) and Praceta Natália Correia (15) are on the Habévora list: an estate is a street or two, not the whole area.
Bacelo Verdict: Depends on you Why: North of the centre, outside the walls. Bairro das Pites (39 homes) is on the Habévora list. We have no price or event data for Bacelo itself: judge by the street and the drive.
Senhora da Saúde Verdict: Depends on you Why: East of the walls. Bairro da Senhora da Saúde (42 homes), Bairro Garcia de Resende (24) and Bairro da Câmara (12) are on the Habévora list. Comenda, a little further north, was named by the Câmara on 25 June 2025 as a recent source of complaints.
Canaviais Verdict: Depends on you Why: A separate parish north of the city, more village than town. We found no price, police or noise data for it. Away from the city, the car decides everything.

Prices: what people actually paid

INE does not print a number for the municipality of Évora in this release. On its chart Évora is the dearest municipality of Alentejo Central in the twelve months to March 2026. The sub-region's median in the first quarter of 2026 was €1,308/m², against €2,337/m² for the country.

INE publishes no breakdown by parish for Évora, so we do not invent one. The median is what people paid, not the asking price: use it to compare, and listings to negotiate.

Police and safety: dated events

Where police act again and again in the same place, that place gets a local reputation. In Évora the two big PSP operations of 2026 that we found named no neighbourhood. The areas the Câmara itself named for security complaints are Malagueira, Alto dos Cucos and Comenda: the minutes link them to unauthorised occupation of land and buildings and to thefts, not to a police operation. The events below are dated, with sources we opened; an operation concerns the suspects it names, not the neighbours.

  • · Évora — 30 May 2026: PSP ran an operation in the city with more than 100 officers and more than 140 search warrants; 23 people were detained. The source names no neighbourhood.
  • · Évora — 22 April 2026: PSP detained eight suspects of a network that, according to the police, was based in Évora and sold through social networks, delivering in person or by post; 12,350 doses were seized. The source names no neighbourhood.
  • · Malagueira — 25 June 2025: at a Câmara meeting the mayor said security complaints came mostly from Malagueira, Alto dos Cucos and Comenda, linked to unauthorised occupation of land and buildings, mostly private; a councillor said residents at the parish assembly had reported thefts from yards and cars. Another councillor recalled that security in Malagueira is an old issue, which led to the police station in Cruz da Picada. The mayor suggested a more regular PSP presence in the most affected areas.

Municipal housing: the Habévora list

Managed by: Habévora EM · Official list

  • Bairro Cruz da Picada
  • Bairro da Malagueira
  • Bairro das Coronheiras
  • Ex-Fundação Salazar
  • Bairro da Senhora da Saúde
  • Bairro das Pites
  • Bairro da Horta das Figueiras
  • Bairro Garcia de Resende
  • Praceta Natália Correia
  • Bairro da Câmara
  • Bairro de São João de Deus

Habévora, the municipal housing company, plans to rehabilitate homes in its estates in 2024–2029. The number after each name is the homes in that programme, not the size of the estate: Bairro Cruz da Picada 253, Bairro da Malagueira 177, Bairro das Coronheiras 86, Ex-Fundação Salazar 57, Bairro da Senhora da Saúde 42, Bairro das Pites 39, Bairro da Horta das Figueiras 37, Bairro Garcia de Resende 24, Praceta Natália Correia 15, Bairro da Câmara 12, Bairro de São João de Deus 8.

Households registered for municipal housing: 496 in 2023. What living next door means in practice, and how to recognise an estate, is in our where-to-live hub; in Évora, ask the Junta de Freguesia which streets an estate covers before you buy.

Noise: the fair, the aerodrome, the roads

The loudest weeks of the year belong to the Feira de São João, first held in 1569, now at Rossio de São Brás, at the gates of the old town. The Câmara announced it from 23 June to 5 July 2026, longer than before; because of the works on the Rossio, concerts were to move to the Jardim Público, with a fan zone at the Mercado 1.º de Maio (30 April 2026). The city's day, 29 June, falls inside it.

Évora has an aerodrome, not an airport. The noise study for the city's urban plan (December 2024) says the information available points to noise exposure of some significance for the people around it, needing special care; any future expansion of the aerodrome must first be checked for noise. If you buy near it, look at the plan's map and visit on a flying day.

The same study models the IP2, the EN114, the A6, the ring road and the railway, and warns that new roads may break the legal limits right next to them. If a flat faces a main road, listen to it with the windows open.

In August the loudest neighbour is often an air conditioner, and inside the walls the tourists' suitcases on the cobbles add the rest.

Heat, cold, damp

IPMA's normals for Évora (1991–2020): the average afternoon high is 33.3 °C in July and 33.5 °C in August; there are 31.9 days a year at 35 °C or more; the record is 45.4 °C, on 4 August 2018. Ask about orientation, shutters, insulation and air conditioning before the price.

Winter is short but real: the average January minimum is 4.5 °C, with 5.9 frost days a year. Old stone houses stay cool in summer and damp in winter: check the energy class on the certificado energético, the ventilation and the base of the walls, and budget for a dehumidifier.

Getting to Lisbon

The Intercidades train is the link to Lisbon, and it is filling up: average monthly passengers on Intercidades and regional trains on the Alentejo line went from 39,000 in 2023 to 55,600 in 2025 (to November). On 9 February 2026 the government said CP could not add carriages for good until new trains arrive in 2026–2027. If you plan to commute, ride the train at rush hour before you buy.

Why is it cheap? A half-hour check

A house priced below its neighbours usually has a reason you can see in half an hour: an old house with no insulation and no shade; a main road or the aerodrome nearby; the fair at the end of the street; no car and no bus; a municipal estate across the road.

Go twice: on a weekday evening and on a hot afternoon. Feel the rooms, look at the walls, count the minutes to what you need. If none of the reasons fits, the reason may be the seller: pay nothing before the viewing and the document check.

Is there a map of good and bad areas in Évora?

No official one. Our verdict table is the answer: each fact behind a mark rests on an INE number, a municipal list, a Câmara record or a dated event — the most recent is 30 May 2026.

Is Évora safe?

On 11 June 2025 the mayor told the Câmara that, by the latest national report, crime in Évora had fallen, except computer fraud and domestic violence, and that Évora remains one of the municipalities with the least crime in the country. The PSP operations of 22 April 2026 and 30 May 2026 named no neighbourhood.

Is living next to municipal housing a problem?

Usually it means parking, bins and a question from some buyers when you sell. Habévora lists its estates by name; the one with the most homes in its rehabilitation programme is Bairro Cruz da Picada (253). Visit in the evening and ask the Junta which streets it covers.

Inside the walls or outside?

Inside: everything on foot, old houses, the fair at the gates from 23 June to 5 July 2026. Outside: newer streets and a car. Malagueira offers houses rather than flats: Siza planned 1,200 low houses there.

How hot is it in summer?

Hot: 31.9 days a year at 35 °C or more, and an average afternoon high of 33.5 °C in August (IPMA, 1991–2020). Shade, shutters and air conditioning matter more than the view.

Is it damp and cold in winter?

In old stone houses, yes: the average January minimum is 4.5 °C, with 5.9 frost days a year. Check the energy class and the base of the walls; a dehumidifier in the first winter is normal.

Can I commute to Lisbon?

By Intercidades, and the trains are getting fuller: average monthly passengers on Intercidades and regional trains on the Alentejo line went from 39,000 in 2023 to 55,600 in 2025 (to November), and more capacity depends on new trains in 2026–2027. Try the rush-hour train first.

Why is Évora dearer than the towns around it?

On INE's chart Évora is the dearest municipality of Alentejo Central in the twelve months to March 2026; the sub-region's median in the first quarter of 2026 was €1,308/m². INE shows the ranking, not the reasons, and prints no number for Évora alone in this release.
