Where to live in the Algarve: Faro, Loulé, Albufeira, Portimão, Lagos, Tavira, Olhão
Our verdict: for a quiet life all year, look first at the town of Loulé (São Clemente) and at Tavira — neither is named in our sources on the take-off paths or for nightlife. Faro is the capital, but at a public session on 1 April 2019 the president of ANAC, the civil aviation authority, said that Faro and Quarteira get substantially more take-off noise than Albufeira, the town that complains most. Above the bar streets — Rua da Oura in Albufeira, Praia da Rocha in Portimão — live only if you want the party. Everywhere else, Lagos and Olhão included, the answer is 🟡: it depends on the street, see the table. Prices: a median of €3,240/m² paid in the twelve months to March 2026, against €2,168/m² nationally; only Grande Lisboa was dearer. We found no estate with a recent series of police operations, so this guide puts ⛔ nowhere.

Verdict by area
| Area | Verdict | Why | Who it suits |
|---|---|---|---|
| Faro (Sé e São Pedro) | Verdict: Depends on you | Why: The regional capital. At the 1 April 2019 session the president of ANAC said Faro and Quarteira get substantially more take-off noise than Albufeira. In July the Concentração Motard fills the city for 4 days. Bairro da Horta da Areia, emergency social housing beyond the railway line by the commercial dock, is in the city: an open letter of 11 October 2021 asked for its families to be rehoused. | Who it suits: remote work |
| Montenegro (Faro) | Verdict: Depends on you | Why: Between the city and the runway: OpenStreetMap places the airport terminal in Montenegro. Every July the bikers' rally camps at Vale das Almas, near the airport. In the Municipal Assembly on 5 July 2023, the PS group's speaker said the first stone of 49 municipal homes here had been laid on 1 March 2023. Stand outside at the first departures, from 6:05 am, before you buy. | Who it suits: families |
| Loulé (São Clemente) | Verdict: Good to live | Why: The town of Loulé, inland. It is not among the places the take-off petition lists, and none of the nightlife streets in our sources is here. INE prints no number for the town; the municipality as a whole, coast included, is the dearest in the Algarve at €4,091/m². Plan a car for the beach. | Who it suits: families, retirees |
| Quarteira | Verdict: Depends on you | Why: A town on the coast, under the departures: at the 1 April 2019 session the director of the control tower said Quarteira suffers a lot but complains little. A route further out to sea was announced then; we found no confirmation that it was introduced. GNR reported a drug-trafficking arrest here on 12 February 2025; the source names no street. | Who it suits: retirees |
| Vilamoura | Verdict: Depends on you | Why: Marina and golf, in the same parish as Quarteira. The petition (118/XVI/1) lists Vilamoura among the places departures fly over; at the 1 April 2019 session the vice-president of ANAC said some airlines descend over Vilamoura on their way in. Expat forums call it quiet out of season — opinion, not a count: visit in January. | Who it suits: retirees |
| Almancil | Verdict: Depends on you | Why: Golf resorts — Vale do Lobo and Quinta do Lago are in this parish. A petition to Parliament (118/XVI/1) says departures turn north at 3,000 feet (about 900 m) over Almancil and both resorts; it was archived. INE prints no number for the parish. Ask the seller how often the windows stay shut in August. | Who it suits: families |
| Albufeira e Olhos de Água | Verdict: Depends on you | Why: The bar streets of the Baixa and Praia da Oura. On 26 May 2026 the mayor announced that bars are to close at 3 am and clubs at 5 am, with mandatory sound limiters; Lusa noted that noise and disorder are frequent there. With an east wind, landing aircraft come in over Albufeira: 27% of operations in 2018. Live here for the season, not for school mornings. | Who it suits: nightlife |
| Portimão | Verdict: Depends on you | Why: A working town, separate from its beach strip; forums call it alive all year — opinion. On 4 November 2025 PSP detained a suspect in an operation against drug dealing in public places and said it would reinforce surveillance in higher-risk places, without naming them. Portimão has applied to the EU-funded ALGARVE 2030 programme for social-housing projects (7 October 2026). | Who it suits: remote work |
| Praia da Rocha | Verdict: Depends on you | Why: Portimão's beach strip. Postal (20 February 2025) lists it with Rua da Oura among the places to avoid in high season: the beach by day, bar music at night that you hear before you arrive. For the summer, not for sleep. | Who it suits: nightlife |
| Lagos (São Gonçalo) | Verdict: Depends on you | Why: Old town, marina and Avenida dos Descobrimentos, which Postal describes as full of stalls and crowds (20 February 2025). The Câmara Municipal de Lagos has 403 homes; the list of estates is below. Lagos has also applied for EU social-housing funding (7 October 2026); an application is not yet a building site. | Who it suits: remote work |
| Luz (Lagos) | Verdict: Depends on you | Why: West of Lagos. In expat forums Luz is a frequent pick for families and for the winter; that is opinion, and we have no number for it. Visit in January before you decide. | Who it suits: families, retirees |
| Tavira | Verdict: Good to live | Why: The eastern side. Not named in the take-off petition and not among the nightlife streets in our sources. Most landings come in from the east, from the Tavira side — 73% in 2018 — so look up before you sign. Forums call it calm all year; that is opinion. | Who it suits: retirees, remote work |
| Olhão | Verdict: Depends on you | Why: A fishing town east of Faro. The petition (118/XVI/1) says eastward departures fly over the Olhão area at 3,000 feet (about 900 m). In forums Olhão is a frequent year-round pick and also a frequent name in mould complaints — both opinions: judge the flat, not the reputation. | Who it suits: remote work |

Prices: what people actually paid
INE prints few numbers for the Algarve, and we use only those. In the twelve months to March 2026 buyers paid a median of €3,240/m² in the Algarve, against €2,168/m² nationally; only Grande Lisboa was higher, at €3,598/m². 14 of the 16 Algarve municipalities were above the national median.
Loulé was the dearest municipality in the Algarve, at €4,091/m²: in the whole country only Lisbon, Cascais and Oeiras were dearer. Between the dearest and the cheapest Algarve municipality the gap was over €2,000/m².
In the first quarter of 2026 the Algarve median was €3,352/m². Buyers with a tax address abroad paid €4,003/m², buyers with a Portuguese one €3,214/m².
For Faro, Albufeira, Portimão, Lagos, Tavira and Olhão, and for single parishes, this INE release prints no number, so we give none. The median is what was paid, not what is asked.
Planes: take-off paths and the night rule
Faro airport is closed at night: NAV Portugal, which coordinates its slots, states that it is closed between midnight and 6 am, with the first slot at 6:05 am. Among the exceptions ANA lists are emergencies and flights scheduled before midnight but delayed, up to 1 am.
By day it depends on the wind. At a public session on 1 April 2019 the president of ANAC said that Faro and Quarteira get substantially more take-off noise than Albufeira, which complains most. In 2018, 73% of landings came in from the Tavira side; with an east wind, 27% of operations came in from the west over Albufeira, at above 3,000 feet (about 900 m), said the director of the control tower.
A petition to Parliament (118/XVI/1, 506 signatures) says that departures turn north at 3,000 feet (about 900 m) over Almancil, Vale do Lobo, Quinta do Lago, Quarteira, Vilamoura and the Olhão area, and asked for 5,000 feet (about 1,500 m); it was archived. That is the petitioners' description, not an official map: APA's airport noise plans cover only Lisbon and Porto. So stand outside the flat at the first departures and in the evening.
Police and safety: dated events
Where police return to the same estate again and again, locals come to see it as a problem area — that is what a ⛔ in our guides reflects. In the seven municipalities of this guide we found no estate with such a series in the last two years and a source we could open. For the district as a whole: in 2024 violent and serious crime in the district of Faro rose 9.9%. The events below are dated; an operation concerns the suspects it names, not the neighbours.
- · Portimão — 4 November 2025: PSP detained a suspect in an operation against drug dealing in public places in Portimão; an officer was injured. PSP said it would reinforce surveillance in higher-risk places, without naming them.
- · Quarteira — 12 February 2025: GNR detained a suspect in Quarteira after four months of investigation and said the activity under investigation caused concern and disquiet in the local community. The source names no street.
Municipal housing in Faro: what is on the record
We did not find a list of Faro's municipal estates by name, so we publish none. Bairro da Horta da Areia is emergency social housing next to the commercial dock, beyond the railway line, which appeared in the late 1970s. An open letter of 11 October 2021 asked the Câmara to rehouse the families living there in shacks and precarious buildings, as the housing strategy of 2018 foresaw; on 30 October 2025 it still had its community centre.
In the Municipal Assembly debate on the revised housing strategy (5 July 2023), the PS group's speaker named Penha and Bom João in the city as areas where students and young families must be able to stay, and asked for the strategy to reach Montenegro and Gambelas, Estoi, Conceição, Patacão, Bordeira and Santa Bárbara de Nexe. That is a debate, not a list of estates.
Municipal housing in Lagos: the Câmara list
Managed by: Câmara Municipal de Lagos · Official list
- Urbanização Municipal do Chinicato

- Urbanização Municipal de Bensafrim
- Urbanização Chinicato B
- Bairro 25 de Abril
- Bairro dos Pescadores
- Urbanização Rossio das Eiras
The Câmara Municipal de Lagos has 403 homes across the municipality (16 May 2025). Below are seven of the largest groups; the biggest are Urbanização Municipal do Chinicato, 73 homes, and Bairro dos Moinhos, 56. The full list with addresses is at the source.
What living next door means in practice, and how to recognise an estate, is in our where-to-live hub.
Noise calendar: bars, bikers, beaches
Albufeira: on 26 May 2026 the mayor announced closing times — bars are to close at 3 am, clubs at 5 am, convenience shops, supermarkets and off-licences at 11 pm — and mandatory sound limiters. Since May 2025, selling alcohol for drinking in the street has been restricted between 11 pm and 8 am.
Rua da Oura in Albufeira, Praia da Rocha in Portimão and Avenida dos Descobrimentos in Lagos are the three places Postal lists as the busiest to avoid in high season (20 February 2025): bars on the first, bar music at night on the second, stalls and crowds on the third. If the flat is above one of them, the summer is not yours.
Faro in July: the Concentração Motard runs for 4 days at Vale das Almas, by the airport. It opened on 16 July 2026 with about 20,000 registered riders, events in the Baixa and at Praia de Faro, and a Sunday-morning parade through the city.
Summer adds beach traffic and parking hunts on the whole coast, and the seagulls add the rest: they start before the first flight.
Winter, damp and the off-season
Expat forums repeat two warnings, and we pass them on as opinions, not data. First, resort areas go quiet out of season, with fewer services; the places named most often as alive all year are Portimão, Tavira and Olhão. Second, mould: Olhão, Faro and Tavira come up by name, and the usual reply is that it depends on how the house was built, not on the town.
What you can check: the energy class on the certificado energético, which way the windows face, damp at the bottom of walls and behind wardrobes. Budget for a dehumidifier in the first winter. And visit in January: see which café, pharmacy and bus still run.
Why is it cheap? A half-hour check
A flat priced below its neighbours usually has a reason you can see in half an hour: a departure path overhead; a bar street below; damp walls; a municipal estate across the road; a street that lives only in summer.
Go twice — on a summer night and on a January morning. If none of the reasons fits, the reason may be the seller: pay nothing before the viewing and the document check.
Is there a map of good and bad areas in the Algarve?
No official one, and we do not draw one. Our verdict table rests on INE numbers, the airport's rules, a municipal list and two dated police events; none of them makes a whole town good or bad, so check the street.
Will I hear the planes at night?
Faro airport is closed between midnight and 6 am; the first slot is at 6:05 am, says NAV Portugal. Delayed flights scheduled before midnight can still arrive until 1 am. By day, Faro and Quarteira get more take-off noise than Albufeira, according to the president of ANAC (1 April 2019).
Can I live near Rua da Oura in Albufeira?
You can, but the summer is loud: under the rules announced on 26 May 2026, bars are to close at 3 am and clubs at 5 am. For school mornings, look at Loulé (São Clemente) or Tavira.
Is Portimão the same as Praia da Rocha?
No. Portimão is the town; Praia da Rocha is its beach strip, with bar music at night in high season (20 February 2025).
Is the Algarve a ghost town in winter?
Forums say resort areas go quiet; we have no count. The places they name most often as alive all year are Portimão, Tavira and Olhão — opinion, as above. Visit in January before you buy.
Is it damp in the Algarve?
Mould complaints in forums name Olhão, Faro and Tavira, and the usual answer is that it depends on the building. Check the energy class and the orientation, and budget for a dehumidifier in the first winter.
How expensive is Loulé?
INE gives no reasons, only prices. The municipality of Loulé, coast and golf resorts included, had the highest median in the Algarve in the twelve months to March 2026: €4,091/m², against €3,240/m² for the region. INE does not split it by parish in this release. In the first quarter of 2026 buyers with a tax address abroad paid €4,003/m² in the Algarve, against €3,214/m² for buyers with a Portuguese one.
What about Horta da Areia in Faro?
It is emergency social housing beyond the railway line by the commercial dock that appeared in the late 1970s; an open letter of 11 October 2021 asked for its families to be rehoused. It is a housing question.
